South Surrey vs White Rock: Which Side of the Line Suits Your Family?
White Rock and South Surrey share a peninsula, a school district and a real estate board area, but they are 2 different cities with different tax rates, land and housing. Here is how they compare for a family buying a detached home.

The short answer
- White Rock is its own city of about 5 square kilometres. South Surrey is part of the City of Surrey. The board reports them as 1 area, with a detached benchmark of $1,606,500 in October 2026.
- White Rock's 2026 residential tax rate is 4.31895 per $1,000 of assessed value against Surrey's 3.42731, about $1,427 more a year on a $1,600,000 assessment before flat charges and utilities.
- Both are in Surrey Schools (SD36), so your address decides the school, not the city. Several peninsula elementaries are closed to out-of-catchment registration for 2026/2027.
- White Rock is built out with no greenfield land left, so new detached homes on the peninsula are mostly on the Surrey side, where Grandview Heights is still being planned and built.
2 cities on 1 peninsula
White Rock is a separate municipality with its own council, budget and tax rates. It covers about 5 square kilometres and is bordered by the City of Surrey to the north, east and west, with Semiahmoo Bay to the south. South Surrey is not a city at all. It is the southern part of the City of Surrey, which describes it as the largest of Surrey's town centres by land area, home to Crescent Beach and 2 border crossings to the United States.
The land shapes the housing. White Rock rises steeply from the water, and the City's own planning documents describe narrow lots along the hillside, where ocean views pushed values up, and larger lots on the flatter ground above. The 470 metre wooden pier, first built in 1914, and the promenade from East Beach to West Beach sit at the bottom of that hill, with an operating BNSF rail line running between the town and the bay. The City says it has no greenfield land left, so new homes in White Rock come from redeveloping existing lots.
South Surrey still has room to grow. The City of Surrey's Grandview Heights plan covers about 1,050 hectares between 16 Avenue and 28 Avenue, and in July 2026 Council started the neighbourhood plan for Area 5, the last part of it to be planned. If you want a brand new detached home on the peninsula, it will most likely be on the Surrey side, and our guide to buying a new build home in BC covers the warranty and tax rules.
Property taxes: White Rock vs Surrey in 2026
Both cities collect the same provincial school tax rate, the same TransLink rate and the same BC Assessment levy. The gap is the municipal portion. White Rock's 2026 general and library rates add up to 2.73006 per $1,000 of assessed value, while Surrey's municipal total is 1.84251.
| Line | City of White Rock | City of Surrey |
|---|---|---|
| Municipal (White Rock includes library) | 2.73006 | 1.84251 |
| Metro Vancouver | 0.05719 | 0.05310 |
| School (provincial) | 1.13480 | 1.13480 |
| TransLink | 0.35860 | 0.35860 |
| BC Assessment and Municipal Finance Authority | 0.03830 | 0.03830 |
| Total rate | 4.31895 | 3.42731 |
| Rate-based tax on a $1,600,000 assessment | $6,910.32 | $5,483.70 |
Each city bills flat charges and utilities differently. Surrey adds a $300 capital parcel tax, a $250.71 drainage parcel tax and $344.08 for garbage, recycling and organics to a house's tax notice, and its 2026 flat rates for an unmetered house are $1,195 for water and $1,661 for sewer. White Rock charges $415 for sewer, $429 for solid waste and a drainage fee based on lot size, and runs its own water utility. Compare the actual tax notice and utility bills on each home you shortlist.
Prices: what the board numbers show
The Fraser Valley Real Estate Board reports White Rock and South Surrey as 1 area, so there is no separate board benchmark for each side. In October 2026 the area's benchmark prices were $1,606,500 for a detached home, $800,900 for a townhouse and $558,600 for an apartment, down 6.3%, 9.2% and 3.5% from October 2025.
Supply favours buyers right now. The area had 559 detached homes for sale in October against 54 detached sales, a little over 10 months of supply at that pace. For comparison, the October detached benchmark was $1,448,100 in Langley and $1,288,000 in Central Surrey.
For a split by city, BC Assessment's 2026 roll put the typical single family home at $1,580,000 in White Rock and $1,464,000 across the whole City of Surrey, which covers far more than the peninsula. Those values reflect the market on July 1, 2025. To see what is listed today, browse White Rock homes for sale or detached homes and townhomes in South Surrey.
The neighbourhoods, side by side
Most families end up choosing a neighbourhood more than a city. The main options for a detached home on the Semiahmoo Peninsula:
- White Rock hillside and East Beach: narrow view lots on the slope, larger lots on the flatter ground above, and the beach and pier at the bottom. Expect stairs, steep driveways and close neighbours.
- Ocean Park: an established Surrey neighbourhood west of White Rock, with its own small village shops and library branch.
- Crescent Beach: a small, mostly residential enclave on Boundary Bay. It sits in Surrey's coastal floodplain, and the City's flood adaptation strategy notes a rising water table and drainage problems there, so ask about flood construction levels, drainage and insurance early.
- Morgan Creek and Rosemary Heights: planned neighbourhoods of detached homes, with Morgan Creek set around its golf course.
- Grandview Heights: the planned growth area between 16 Avenue and 28 Avenue, with new neighbourhoods still being planned and built, and the peninsula's newest secondary school.
- Elgin: the area around Crescent Road and Historic Stewart Farm, home to Elgin Park Secondary.
Ocean Park and Crescent Beach are often searched together. See current homes for sale in Crescent Beach and Ocean Park, and on older view homes book a thorough home inspection before removing subjects.
Schools: 1 district, many catchments
Both cities are in Surrey Schools (School District 36), so the city line does not decide your school. Your address does. Every address has a catchment school, and the district's online School Locator will show it before you write an offer.
The peninsula has 4 public secondary schools: Semiahmoo, Earl Marriott, Elgin Park and Grandview Heights, the newest, which opened on September 7, 2021. Catchment matters at the elementary level too. For 2026/2027 the district closed a list of schools to out-of-catchment registration, including Peace Arch Elementary in White Rock and Rosemary Heights and Sunnyside elementaries in South Surrey, so a home just outside the boundary may not get you in.
City services and getting around
Policing differs. Surrey Police Service became Surrey's police of jurisdiction on November 29, 2024, while White Rock's 2026 budget includes a line for its RCMP detachment. Water differs too. White Rock owns its own water utility, which draws from the Sunnyside Uplands Aquifer through wells and has run a treatment plant for arsenic and manganese since March 2019.
For commuting, both sides lean on Highway 99 and the 351 bus, which runs from White Rock Centre through the South Surrey Park and Ride to Bridgeport Station on the Canada Line. Crescent Beach has its own route, the 350. Both border crossings are on the Surrey side, close to either city.
How to choose
My advice is to pick the 2 or 3 neighbourhoods that fit your daily life first, then let the numbers settle it. A few rules of thumb:
- Choose White Rock if being close to the beach, the pier and the town centre matters more than lot size, and you are comfortable with a higher municipal rate and hills.
- Choose South Surrey for a wider range of lots and home ages, new construction in Grandview Heights and a lower municipal tax rate.
- Check the catchment school for each address, not the city.
- Compare the tax notice and utility bills on every home you shortlist.
- Want rental income? Both cities bill suites separately; our guide to buying a house with a suite covers the rules and fees.
